Bayshore Consulting Group brings over 40 years of municipal finance experience, ranging from bond administration, financial advising, financial management, redevelopment and planning. In addition, they have experience establishing and managing Community Choice Aggregation programs in California. As part of the CCEA team, Bayshore provides a full range of CCA management expertise.
Marshall Linn has over 45 years of municipal consulting experience in the State of California. During that period of time, he has provided both financial and project management expertise to over 150 cities, counties and school districts.
Mr. Linn has structured over 275 governmental financings with a par amount of well over $2,000,000,000. Included in his experience has been the structuring of dozens of electrical utility transactions for scores of California cities and special districts.
Mr. Linn holds an undergraduate degree and a graduate degree from the University of Southern California.
Mr. Linn is a US Air Force veteran and is currently on the Board of Directors for one of the USC sports programs.
Barbara Boswell has over 25 of municipal management experience, including the areas of financial management, budgeting long term financial forecasting, administration, community choice aggregation feasibility, implementation and operations. Ms. Boswell has experience in the development of energy procurement strategy and long-term procurement, as well as the development of marketing and community outreach, regulatory compliance and advocacy.
Under her leadership, city’s have been recognized and bestowed awards by the GFOA (Government Finance Officers Association) for Excellence in Financial Reporting and California Society of Municipal Finance Officers.
Ms. Boswell holds a bachelor’s degree in Business Administration from Woodbury University and a Master’s degree in Public Administration from California State University Dominguez Hills.
