Qualifying City of Pomona residents can receive no-cost home upgrades designed to boost energy efficiency and improve indoor air quality.

Pomona Choice Energy has partnered with the California Energy Commission to introduce the Equitable Building Decarbonization (EBD) Program, which provides residents with no-cost home energy improvements. We are here to help you reduce overall pollution while making your home more comfortable for years to come.

What is Being Offered? 

Based on your home’s unique needs, no-cost upgrades could include:

  • Home weatherization and air sealing
  • A heat pump water heater
  • A heat pump heating and cooling system
  • Electric laundry appliances
  • An induction cooktop
  • Energy-efficient lighting
  • Low-flow shower heads

How it Works

Apply: Click the Program Enrollment Portal below to get started.
Get Personal Support: If you qualify, a program advisor will guide you through your upgrade process.
Home Assessment: Your program advisor will work with you to identify which upgrades may work best for your home.
Approval: You’ll review and approve your custom plan, and your program advisor will handle the rest.
Installation: Certified program installers will perform all work at no cost to you.
Final Check: A professional will confirm that all of your upgrades were installed correctly and are working safely.

For your safety, all work must be completed by the program’s trained installers.

The Equitable Building Decarbonization Program is overseen by the California Energy Commission and administered by the County of Los Angeles in the Southern California region. The program is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Invest dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health. Partial funding is provided by the Home Efficiency Rebates (HOMES) Program overseen by the U.S. Department of Energy.
