Partner Highlight: Hall Energy Law
Hall Energy Law is CalChoice’s legal partner for energy transactions, guiding the JPA through complex negotiations and agreements related to energy procurement.

Since the beginning of their engagement, Hall Energy Law has provided CalChoice assistance in all aspects of wholesale power supply transactions, including drafting agreements, negotiation, and related credit documentation. Hall Energy Law was key in establishing the multi-party lockbox mechanism for CalChoice members that protects each member’s General Fund. The firm has also represented CalChoice in negotiations of master agreements with suppliers for immediate and future transactions of all energy-related products, including resource adequacy.
Attorney Stephen Hall and paralegal Loli Goldsmith have assisted CalChoice since its inception. The team has guided several CCAs through their initial procurement activities and assists with ongoing renewable energy, conventional energy, energy storage, and resource adequacy (RA) purchases, negotiation of transaction confirmations under the EEI Master Agreement and the WSPP, Inc. Agreement, as well as drafting of long-term power purchase agreements (PPAs) and term sheets for their renewable energy and storage procurements.
