Disadvantaged Communities Green Tariff (DAC-GT) and Community Solar Green Tariff (CSGT) Program
Description
The Commission issued a decision that created new programs to improve access to renewable generation for residential customers in disadvantaged communities. The decision provides CCAs the ability to develop and implement their own DAC-GT and CSGT programs.
The Commission issued two subsequent decisions and a resolution to provide additional program implementation rules and requirements. Any CCA DAC program must be consistent with the provisions adopted in the decisions and resolution. The DAC-GT program will be available to residential customers who live in or near disadvantaged communities and meet income eligibility requirements for CARE or FERA programs. Customers participating in the DAC-GT program will receive 100% renewable energy and a 20% discount off their otherwise applicable rate.
The CSGT program is structured similarly to the DAC-GT program; however, it requires community involvement with a solar project through a local sponsor and will result in a solar facility serving a nearby community.
Next Steps
CalChoice is working with its legal and technical teams to analyze program requirements and intends to develop a program and budget for its member CCAs. CalChoice is also collaborating with other CCAs by participating in a working group. Advice Letters must be filed with the CPUC by January 1, 2021.
