Description

Electricity, centralized procurement

This bill will evolve California’s Resource Adequacy (RA) framework by establishing a Central Reliability Authority (CRA), a public benefit corporation that would purchase any residual RA capacity that is needed to fulfil state requirements.

It is the intent of the bill to establish a residual resource adequacy centralized procurement structure in California to help ensure the reliability of the state’s electrical system. The bill will provide a stakeholder driven solution to the current RA market instability concern currently being addressed through multiple proceedings at the CPUC. Load serving entities would continue to self-procure, and only unmet state requirements would be procured through the CRA.

Status

This bill was introduced as a spot bill and will be amended no later than March 18.
